The Nuclear Fallout of the Ukraine War by Subramanyam Sridharan

CAS launched its Issue Brief initiative. An issue brief is a summary of the knowledge surrounding an issue or a problem. It summarizes the issue by giving clear, concise, and complete information describing all facets of a particular issue including a detailed illustration in the form of images, data, and facts. It also includes recommendations for action and predictions on the future course of an issue.

Abstract


The Ukraine War has upended several treaties, conventions, and myths. The biggest of them is in the area of nuclear weapons. Russia, one of the two nuclear superpowers, has not only lowered the bar for its own deterrence posture with revisions to its nuclear weapons policy but has also threatened a non-nuclear weapon state, Ukraine, with nuclear attacks. It has also subjected that country to attacks with dangerous dual-use missiles. This paper not only discusses the Russian ascent of the ‘escalation ladder’ and its consequences but also the fall-out of this approach, especially in the context of Asia which has the largest concentration of regular and rogue nuclear powers.
